Jolteon.
Jolteon is the only one of them that sees regular use on my teams (I also use Espeon , but rather infrequently). I use Jolteon because its high stats are in Special Attack and Speed, which are the two that let it do what it needs to do - strike fast and strike hard.
And, FWIW, my OC trainer Lisa celebrates her 22nd birthday today. Of course, she can still pose as an 11-year old rookie trainer for sting operations that require her to do so :P
