Mach punch has priority. An Infernape with max Atk EVs and Mach Punch says goodbye to your Lucario and his dragon pulse that would do **** anyway.
Dragon rush does nothing when I've already killed your Garchomp with Ice Shard, which, again, gets priority. You clearly know nothing about Wi-Fi battling.
