Sorry for my last reply, I sent it before fully finishing it. It looks kinda strange.
I checked through the ROM, Scyther is on Route 110. The problem is that it is VERY rare(the rarest on that route) and it might take some time to find. I recommend using the speed up button and putting some good music on while you try to find it.
Moon stone should be able to evolve that Scyther into a Scizor.

As far as Scyther goes, I don't remember if I put it in the game or not. I have put it on Route 119, but I'm not entirely sure.
I'm away from my laptop, so I can't check.
