I recalled the evolution notes mentioned if not explicitly stated in the Excel sheet, means the evolution method follows same method as in the vanilla game.

Yes it is part of post game content, after you beat e4 i've just get past Apricotta Beach and just reached Lazulan City. the wild and trainer mons are crazy strong, be prepared as they were around Lv 50-60+. Definitely get my ass beat multiple times before I could reach Lazulan City.
