I've had the same problem. I tried to evolve it at night and it actually evolves. Maybe somehow the time system is messed, like Pokemon Moon and Ultra Moon. That happened to me, night was day and day was night.

Yes, you need to interact with them to battle. You don't have to do it if they're from Team Magma or Aqua.
