Once you beat Surge, talk to him again and he should disappear along with the old lady. If that doesn’t work, try redownloading a fresh copy of Beta 1.11. I just went through the game to make sure it works.

Check if your ROM is Beta 1.11, which is the most current release. All the previous versions had a bug. Otherwise, drive away Surge and Team Flash (on the right side of Clearview City).

This beta has four obtainable badges, which is about seven towns long.

If you’re talking about the old lady in Clearview, she only moves from the path if you go to Flash HQ (from the right side of the city) and beat Surge.

I'm sorry! That was a bit of design error on my part. Talk to Surge again and he should take Team Flash and leave the HQ.
