    Sigh .... Found another post with the reason why: Well after a more wide exploration i found that i was in the wrong cave, different dive spot lead to different cave entrance, the right spot to find Lugia is to surf from Olivinecity until you found a dive spot with a red haired swimmer near it...

    Emerald hack: Pokémon Scorched Silver v1.3 [Complete]

    I've restarted and re-downloaded the game 3 times now and Lugia is not present - is there any pre-requisite to make this happen? I want to progress but keep getting stuck ... Have checked every square foot of the cave several times over.
