That's not true! Rare candy says:"Choose 1 of your Basic pokemon in play. I fyou have a Stage 1 or a stage 2 card that evolve from that pokemon in your hand, put that card on the basic pokemon." This card allowed you to evolve your pokemon even if it's your first turn of play or if you put down...

And what about rare candies?They are better than pkmn Breeder... :)
