Why do people insist on putting out crappy pokemon and then looking for rare pokemon or pokemon on lvl 100....its just stupid.

Is there a specific way to make it easier to find shiny pokemon?

Im really looking for a shiny Shinx and i was wondering if anyone has one? My problem is that i can NEVER find shiny pokemon, i dont know maybe im just cursed with bad luck lol. x.x
