    I tried smeagle scetching ice punch to breed to a weavile, and it didn't work. I don't think it will work for umbreon either.

    at lv 100 and every time it levels up, electrabuzz will have more speed then electivire.

    electivire gains less speed as an electivire then an electrabuzz. You need to lv it up as an electrabuzz, then evolve an EV train.
