Am I the only person who thinks the game looks weird decapped?

Am I right in thinking that if I include Johto or Hoenn Pokémon in my hack they won't evolve before getting the national dex? And I'm sure I've read that giving the player the natdex early in the game messes up the elite four. Is that right?
