think of it like this: Rapidash has 100% accuracy then Swampert uses mud slap and lowers accuracy 1 level. Rapidash now has 90% accuracy. If Rapidash was then going to use fire blast, it would be 70% accuracy, which is normally 80% but 10% was taken away from it's accuracy.
