You need to set your WiFi up. If you don't have high speed internet and a wireless router all you have to do is visit your local coffee shop, deli, McDonalds... almost everybody provides wireless access now.

I've been breeding Feebas and offering them up at lvl 1. So far I have gotten a femal Combee, a Turtwig, a Piplup, a Munchlax, and a Misdreavus but nothing amazing yet.

Is it possible that I could get a Spiritomb? I don't have much... a female Feebas if you want.
