when a pokemon has maxed out its ev's and everything and it gets leveled up is it set in stone? will it, say, get +3 attack each time it goes from, say, lv 78 to 79? like if i turned the game off without saving and leveled it up again would the stat boosts be the same as the last time?

should i train a sawk or throh? i'm leaning towards throh simply because judo is better than karate, but sawk has a higher attack. what do you think?
