    Does the Staryu have Hydro Pump and the IVs I want? If so, you have a deal. And yes, Staryu can be bred. Ditto. Duh. And as for Rayquaza, I'm well aware that it can't be bred; any idiot knows you can't breed legendaries; but I'm sure SOMEONE has a Rayquaza with that personality and nature.
