I see.....so Jolteon can't learn Boltbeam?....because it sounds awesome...and i know alot of people don't use the Magnetons and Chimeco's so i guess i'll be a bit safe :). But can any pokemon learn? And what do the IV's have to be...for a pokemon so that it can learn Boltbeam :)?
