Number two would be better. That way you can have a lot more variation in your town and routes, using one chipset for every town would make it boring and plain.

If you want the actual maps of Pokemon towns from all the games, try https://www.vgmaps.com/. Just go to Gameboy or Gameboy Advance (It might be GB and GBA on the menu, not sure)

OK, try this, re-import the chipset, it will show you a picture of it. You need to make sure the pink area is flashing, if it's not, click on the pink area so it is. Hope this helps :)
