Can someone please explain how to get Herracross with rock blast? I need a full explanation because I'm failing with it for the third time

anyone knows how can i can teach Heracross rock blast? I tried to breed Heracross with dwebble (who knows rock blast) but when the egg hatched it didn't know rock blast.. (I even got Mega-Hercaross from one egg w/o need to mega evolve it.. maybe a bug)
