Ok, but do you recommend me some emerald base rom with pokemons from the latest generations, mega evolutions and etc?

Hi, I would like to know, currently what is the best basis for creating a rom hack? Fire red or emerald? And of the roms existing bases of each version, what are the best of each?

I was wondering if it is possible to increase the frame to the front of the sprite Pokemon, it would not be possible to develop something like this to increase the back sprites?
