Usually, they might prefer to keep Gym battles slightly distanced from the ordinary terrain. If the game were mostly indoors, then outdoor battles could work to create an atmosphere something like Ico, but that's unlikely. As such, having all of the Gyms outdoors might not be optimal. People...
