Hey I got stuck there for a bit too not sure if you figured it out but constantly check the pokemon center video phone and look toward the north near the path to flora city there should see a rocket member if not there is still stuff yoy gotta do with green in the city

I had the same issue, specifically look for ash gray 4.0 then change the name to what ever your last game was called then delete the last game and make sure you save somewhere like your room then repatch the game.. worked for me

Coming from the original three this was a tough one but I always went with a cyndaquil hoothoot combo till around the 4th or 5th gym, they grew pretty quickly

I went with bulbsaur, no good grass pokemon aside from him/her as well as you can beat the first two gyms with him and you can easily get a fire and water type but you can't replace bulbasaur :)
