The answer is yes, they can be encountered multiple times. At least I know for sure Meloetta in the Reflection Cave can be. Encountered it once again and accidentally knocked it out again, then finally encountered it again and caught it.

I'm not sure if this has been asked before, but I wanted to know fi 1% legendaries are able to be captured or encountered multiple times. For example, in the Reflection Cave, I encountered Meloetta but accidentally knocked it out because my pokemon had a rocky helmet. I've been trying and trying...
