Waterfall isn't in the game. But there is a move tutor in saffron that can teach liquidation which is the same base power as waterfall, just minus the flinch chance.

I checked there but it wasn't available. Guess I have to settle with dual wingbeat then.

Is there a way to get acrobatics on hawlucha? It usually gets it through tm but the tm for acrobatics isn't available in the game and I don't see any move tutors teaching it either.

He's in Fuchsia, in the house next to the Pokémon center. Also, he needs heart scales in exchange which you can farm from luvdiscs

Funnily enough, Exploud was actually helpful for me in that fight. It used surf thrice to power up my storm drain gastrodon, helping me one shot opposing mons.
