Hmm... so the Cerulean trade should give you a Zeraora for a Raichu. Is it the house next to the pokemon center? I tested this and it worked ok. This is how I received the Zeraora in the below image. What version did you patch? Let me know and I can test it on your version.

You can beat the Elite Four and do the Sevii Quests. So pretty much everything. I only put a version 1.3 on the description since there were a few small fixes that needed to be addressed.
