Well, if you had access to a PC you can patch the rom on the PC and then transfer the rom to your tablet. That is what I do for my tablet and android phone.

He is working on it. As far as I can tell, he's currently working on a handful of projects including this hack, Red and Blue chapter. I know Aethestode was busy with his education, so there's certainly some understandable delays and hurdles in getting projects like these done.

I have the current build downloaded, but I'm hesitant to play because I kind of want to wait for the next build to release first. Might have to crack this weekend and give it a shot. Just the "outdated" warning on the first post makes me nervous lol
