Maybe make an in-game Blissey base-type trainer players can rematch once a day, set at level 100 with non-damaging moves. Having a few of those made leveling to 100 in ORAS a breeze.
It's possible most romhacks now are decapitalized to slightly modernize the old base games, since most in-game text in Pokemon games since about gen 4-5 isn't all caps.

I think if you apply the Throwback Save Compatibility patch and use it with a .sav file started in regular FireRed you can get the GB Sounds item from an NPC, but I don't know that for sure.
IVs are like the genes of Pokemon. They control how high a Pokemon's natural stats are. Normally they're totally random and unable to be changed. With breeding they can be controlled somewhat.
I have a patch that can fix that for you. Another Emerald Romhacker, Chronosplit, had it included in his collection of optional patches for his Emerald improvement Romhack. You can check it out here if you like:

I like your location choices for where the added Pokemon appear, they make alot of sense. I have a question though. What level does Mew appear at within it's location?
The current rom offerings with/ without the Day/ Night cycle has Torchic and Mudkip swapped out for Cyndaquil & Squirtle; could you edit the original starter choices back in while retaining the rest of your changes? Also, your Kanto & Johto starter patches just patch them into vanilla Emerald...
