You can use a Doublade with an Eviolite till you get Dusk Stone. I evolved mine pretty late, but before the E4. Pancham is a good HM slave to have around. I went with Goodra as my dragon and found it good. You also get a Lapras given to you later in the game if you are looking for Water/Ice...

There used to be plenty of such glitches in Gen 1. Has something to do with the frames I think. There are YouTube videos which explain them.
