    3rd Gen Advance Generation Question & Answer

    Hey guys, I just beat the 4th gym in emerald. I'm in Slateport and need to get back to Petalburg. The only problem is Mr. Briney (the guy with the boat) has disappeared. . I don't have surf yet or anything so I'm kind of wondering how I'm going to get back. Does anybody know the solution?
