I looked up the encounter rates for each map manually.

I've compiled a wild list using AdvanceMap. I have yet to complete the game yet myself, so let me know if there's any areas I missed. edit: Updated with the Pokemon for Mirage Island. This is the only place in the game where you can get Sableye AFAIK.

This has already been brought up, but please raise the encounter rates to reasonable levels. It adds nothing to the game other than tedium, especially when some Pokemon are only available in one or two spots max at a <5% encounter rate already.
