I figured out the problem! I'm not sure if I missed it somewhere in the forums, but I needed to pick either Expert of Insane difficulties, which makes sense, but I thought it was available for all difficulties.

How exactly can I enable Sandbox mode? When I start the game it gives me a lot of options, but I've reloaded twice now and don't see anything talking about Sandbox, do I need to leave the first area first?

I'm really interested in the game, but is there a specific emulator I need to run to use it? Just skimming the documents I didn't see anything, but when I try to run it on No$GBA it crashes during the first battle.
