Headbutt works. I've gotten a few wild Pokemon from using it. Just keep trying.

I'm stuck at Cianwood City. Whenever I Surf and either go into a battle or check the bag, it acts as if I'm not surfing and I "walk" on the water. I can't reuse Surf and when I reach land, I can't get on it. I only have four badges so I can't use Fly and I don't have a Pokemon with Teleport...
