    As far as i searched it up, you can get a Good Rod in Olivine City and afterwards catch a Shellder in New Bark Town, so you should be fine. If you want a Lapras tho, there isnt much of a difference only the "neutral evil" doesnt fit on it, so you could also take a Lapras instead. I'll let you...
