There aren't 150 Pokemon anymore. We can't really expect Ash to catch all 600+ Pokemon present till date. It would be rather impracticle. And the other protagonists also need some unique Pokemon as well which Ash shouldn't have. I think that since Pokemon's English motto is "Gotta Catch 'em...

Yes, it should know that move, though Ash hasn't used it in the recent past. Pikachu used it for the first time in Episode 42: Showdown at Dark City. Also, remember that Thunder Armour used by Pikachu on himself, riding on Ash's Swellow while battling Solrock and Lunatone?
