I'm in strong agreement with WarPaint in that you really shouldn't bother with Para-flinch. The main thing I have to contribute here is that you're determined to keep Dragonite, and Togekiss on you're team, you'll need a rapid spinner/entry hazard that doesn't fall to the same weaknesses...
