latias another question about latias, is it true that if you use repels it will repel all little pokemon except latias, considering it only repels weak pokemon?

latias i'm sure this has been asked but i couldn't find it anywjere i have sapphire version and i beat the elite four, caught kyogre, and all 3 regi's how do i get latias to appear? where does he appear? and does he run like the dogs? in which case i should use my master ball?
