Just level it up through the Elite Four, from about level 1 [or 5] to mid 40s WITHOUT HAVING IT DIE [make sure this is during the day, too] by the mid 40s, it should have enough hapiness to evolve into an Espeon. At least, this is what happened for me to obtain Lucario. >_>
