Okay, so the guy doesn't even pop up in the game itself. No event trigger or anything. I set up a random low-level trainer on the route just before, no problem. Is there something else I need to be doing for this?

Just recently found a Starter Mod code to get Sneasel right away, as well as a Nat. Dex code, so Sneasel is now the first of my enforcers.
*edit: Decided to restart my game, using the proper Nat. Dex code this time. As such, Sneasel is now at Lv. 6.

I, myself, prefer Kanto's. Higher Levels, PLUS the fact that they get stronger the more you beat them, where as the Hoenn E4 is set at static levels between the low 40's to mid 50's no matter HOW frequently you destroy them.
In Emerald, Steven takes the cake though. He may not be the Hoenn E4...
