It seems the search lvl or the chains don't affect your chances to get a shiny pokemon. You just need lots of patience and some luck. You can use it as soon you have you dex navigator.

Imho I would save the master ball for a legendary with a lower catch rate, if worth it ofc. I caught my primal Kyogre with a ultra ball and Thunder wave from pikachu. I suggest getting a pokemon that can induce paralysis, sleep, etc. Save that master ball :3 I haven't used mine yet heh
