is there a rare candy or master ball cheat that doesnt use a gameshark or something like that for sapphire? i want to finish my pokedex so i can just use rare candies and masterballs to do it

like for an example i have to get dig to unlock the 3 regi but i already used my TM and then put another move in its place so i researched the pokemon who learn dig in a moveset and its trapinch and nincada can you tell me which one grows the fastest?

like you know how some pokemon level up faster than others even if they get the same amount of experience points? how do you know which ones do? and on some bulbapedia website (like wikipedia), it says "ev yield" and then exp points is a number? what does that mean? and is a higher or lower...

i like the second option better bc it seems less time consuming but where would i train them???
