Beat the E4, used pokemon in the early 70's and did some EV training. There's a ton of legendaries available after that, caught maybe 25 or so...
I'm assuming Machop was replaced with something, closest thing to it would be TImburr probably. And yea a whole list written up would be convenient in like a wiki or guide. But really just search each route and cave thoroughly, there are deff plenty of pokemon with like 10% or less rate in each...
Well in Ultimate it seems the Dex and Map are compatible for the most part, and you can find most dragon types in one of the floors of Moss Cavern after you get Surf. In Adventures you really won't have a convenient way to find just any pokemon

You can find Thief at Wanjara City, there's a Rocket Grunt towards the right of the area. And of course there's the TM Roulette in the Game Corner, where you can get any TM in the game

Go west of Kahara Town into Kahara Desert (past a certain legendary pokemon), and there's a guy that gives the Strength HM. I assume the pokemon in Seasworn Tower were intended to never be identified
