No, EV's are not passed. You will have to use new vitamins or EV training. But IV's are definitely passed. Getting a Ditto with high HP IV's will help with breeding high IV eggs for instance. Speaking from experience - after breeding 200-300 Scythers, Gliscors and Rotoms.
