Exactly. If you're worried about 'Colo's Defense, you could still go Bold and use the exact same set. You won't sponge as many special hits, but you'll live longer against things like unSTAB Aerial Ace and Poison Jab.

The highest level you'll encounter is Garchomp in the mid-60s, so you should be pretty save in the mid-50s, as long as you've got something to kill that damn Garchomp. < _<

I like it, but you could definitely try SubSeed Ludicolo. You could run Sub, Toxic, Leech Seed, Rain Dance, but you'll lose out on an attacking move, so if you want one, you'll have to either give up Rain Dance on this set and set up Rain with someone else, or else just use yours. =3

Baton Pass with no stat boost will only really help you in the sense that using it will allow Jolt to be switched out without getting hit by Pursuit. And if you're planning to abuse Volt Absorb (which only heals up to 25%), you need something that is REALLY Electric bait, like Gyarados. xD...
