Musescore is good if you know how to read sheet music. It's free and you can load different soundfonts to it. If you don't know how to read music, then I would suggest something like FL Studio.

I use Musescore to notate most of my midis. If I want to add extra effects, such as vibrato and note bending, I edit the completed midi with Synthfont and if I want to make it sound like a mastered track I use Audacity

Thanks dude. One thing that's really helped me in composing/arranging is transcribing video game songs that I like. For example, right now I'm transcribing the Super Smash Bros. for Wii U menu theme. You could try doing the same, it might help you out a lot.
I personally use a free program called Musescore. It is very similar to Finale except that you don't have to pay like $5,000 to use it lol.
