Musescore is good if you know how to read sheet music. It's free and you can load different soundfonts to it. If you don't know how to read music, then I would suggest something like FL Studio.

Thanks dude. One thing that's really helped me in composing/arranging is transcribing video game songs that I like. For example, right now I'm transcribing the Super Smash Bros. for Wii U menu theme. You could try doing the same, it might help you out a lot.

I personally use a free program called Musescore. It is very similar to Finale except that you don't have to pay like $5,000 to use it lol. I wouldn't recommend Musescore if you're not totally familiar with music notation. If you want to make music without learning how to read or notate music...
