Managed to fix it, seemingly was a skill issue on my part because I patched to FR 1.0 instead of 1.1. Fixed all the major bugs, including the tiles displaying incorrectly, the caves not functioning and the heightened walls spawning surf Pokémon.
Patch correctly, lads.
The heightened walls in Lothorn Village accidentally spawned what I presume are surfing encounters. I've seen high leveled Naiade, Meligill and Purdamp spawn there.

Picture 2 is where the issue occurs. The cave shows the arrow to enter (for both the cave in Lothorn and in Oaken), but the player cannot actually walk in for me at that time.

Hey, caves seem to be broken in the current version. Both the cave guarded by the ecoterrorist grunt in Oaken Town and the cave on the top left of Lothorn Village cannot be accessed, which of course also means we cannot proceed further than beating Baine.
