well then maybe your rom is not up to date, although getting the old key now is pretty useless as the current beta ends after getting the key

get to the top floor of the police dept and after defeating the elite grunt u will get the old key

First u need to defeat all the nexus grunts in the city and then talk to the grunt in front of the office block. then u can go in the police station and get the old key. But don't know what to do after that?

Actually u can receive one in a house in Marble City and of corse u can mega evolve it to Mega Charizard X
