No. Crobat's final form is at level 90 or something. Every other 4th evolution in the game is achieved through using a Rocket Stone. Every regional variant can be changed using a Sacred Stone. And every Pokémon that evolves through trade in normal games needs a Link Stone. Porygon is partially...

I literally did the same thing. I Beat him 3 times and I decided I will go easy on him the 4th time around so I can finally progress with the mission. Holding back against him without destroying his team was the hardest part of this game :/

Pokemon Emerald had berries that reduce certain EVs. Seeing that this ROM hack is based off Emerald, it could be possible that the berries are obtainable. But I don't recall if I found any in my playthrough
