i think the nature i got is pretty good? bold? its so hard to get good iv's tho - the highest i can breed so far is 13 (in defense)

Hi, Quick question.. I want to EV train Miltoic. However im not sure whther i evolve feebas from lvl 1 to do this or not? Should i be EV training based off feebas' stats or milotic's (when evolved) stats? Thanks guys
