If I wanted to make a custom ability in Pokemon Emerald that is like Water Bubble, but it doubles the power of Water, Grass, and Fire attacks, how could I do that?

HARD MODE. WE NEED A HARD MODE. That's what I think. No hand-holding, no tutorials, just "Scan a completed save from the previous generation to prove you have at least 8 badges in that game". Or just let people choose Hard Mode from the start.

I'm working on a hack, and I want to insert a Move Tutor. But this tool(PKSV) doesn't have a drop-down list for attacks, it instead asks me for the attack's number in the "Table index" and tells me not to use an "Attack ID". What is Pokemon Firered's attack table index?
