That was done for balancing reasons; it was too powerful that early in the game and Scyther became, basically, a god. You still have access to Fury Cutter in Verdanturf, which does more than suffice until you get another good Bug-type move later in the game.

He's a little tough to get to, I had a rough time figuring it out too. You need to look for a Dive spot on the Open Waters(?) and just figure your way out from there. He gives you a TM, Skill Swap-- just letting you know if you're really wantin' it or you think it's not worth the trouble.
1. You can't use cut while riding a bike, that's just how things are (i think).
2. Celebi is not in the grass in the hidden spot, it's in the shrine to the left-- Walk up to it and press A to encounter it.

Sneak around the back of the port! (Where you go to use the Ferry, or where Capt. Stern is interviewed, etc. etc,] in the top-right part of the city. You'll have to do a little looking around to find the entrance to the back.
