    what are the most complete hacks?

    One of my pet peeves about hacks are, a lot of times, the region isn't complete. I catch a pokemon and raise it only to find that some of it's best moves are not included in the hack, making it much less powerful and not totally complete. I am wondering if there are any hacks that include all...
